violence has one city leader calling for a state of emergency. good morning, tara. >> reporter: good morning. the spike in violence did lead to a conference call early saturday morning between the police chief and the mayor. and now the vice mayor is calling for a state of emergency. larry reid says that he thinks that the city has basically gone out of control and he believes mutual aid funds from the state would definitely help the situation. now, the most recent shooting actually happened last night at a birthday party. people scattered and ran to neighbors' houses after someone entered the party and started shooting. >> the victims went inside the house seeking refuge if the person shooting at them. officers found five victims suffering from gunshot wounds, all nonlife threatening. >> reporter: police don't know if last night's shooting as well as others on saturday and sunday that left a total of 11 people wounded are connected to friday's mayhem. friday saw a bloody six-hour

stretch that left four people dead. the victims ranged in age from 17 to 30. just hours before the killing started, oakland police executed half a dozen high risk search warrants. the praise was called cease- fire and was designed to take guns out of the hands of gang members. we're going to be checking in with police this morning and let you know if they believe the raids were connected to any of these homicides. live from oakland, i'm tara moriarty, ktvu channel 2 news. a berkley man recovering after his apartment caught fire overnight. it happened around midnight at acton and bancroft. alex savage has been there since this morning. >> reporter: ed man was -- the man was fighting the fire with a garden on hose and suffered minor burns. most of this fire was actually in the attic of this front

unit. we're showing you right now. as you can also see, there was heavy damage inside the apartment itself. a lot of these burned items, including furniture that were pulled out by firefighters early this morning. it was just about midnight when crews responded to this fire on acton street near bancroft way. firefighters found a man who had been hurt trying to put out the flames inside his apartment. neighbors say he was using a hose at the time. he was transported to the hospital. he also suffered from smoke inhalation as well. the man who was injured is the landlord of this five-unit complex. as fire burned through his place, people heard him screaming for help. >> i heard popping sounds and then i heard him yelling call 911. so that's what i did. >> reporter: a captain out here on scene told ktvu at this point the fire does not appear suspicious but will do a full investigation to get a better sense of what started it. a neighbor tells us the man injured in the fire has lived

here for decades but at this point because of the heavy damage inside his apartment, lehave to find another police to live. as part of their efforts early this morning, fire crews did have to shut off the gas service to this entire complex. dow have a call into pge this morning still waiting to hear back and find out if the service has been restored to everyone else who lives in this apartment complex. live this morning in berkley, al leax savage -- alex savage, ktvu channel 2 news. police are searching for a man who groped a 12-year-old girl. there is a police sketch. the girl reportedly was attacked on friday as she walked home from school on walnut avenue. police describe the suspect as latino in his 20s, 6 feet tall, more than 250 pounds and wearing wire rimmed glasses. if you have any information, you're asked to call santa cruz police. >> a marin city man is behind bars this morning facing more than a dozen felony charges in a weekend crime in san fran.

investigators say 25-year-old jovan jones sexually assaulted and robbed a woman at her home saturday night. he was booked into san francisco jill on charges that include rape, burglary, robbery, aggravated assault, and false imprisonment. time is 7:05. the san francisco unified school district is planning campus drills to prepare for a possible school shooting. the examiner reports it's a reaction to the connecticut school shooting massacre. also in a couple of months, digital floor plans of all city public schools will be sent to the police department. so far no date has been set for the school campus drills. this morning at the white house, vice president joe biden continues his gun violence meetings. this time he'll be meeting with members of congress. tomorrow the vice president will give president obama his recommendations for new gun control policies. coming up for you at 7:15, the national rifle association makes a prediction of how congress would vote on an

assault weapons ban. also new this morning, president obama will hold his first news conference of the new year at 8:15 this morning. among the issues the president is expected to deal with, looming fiscal fights with congress and his efforts to control guns. we'll listen in on some of the president's remarks live once he begins to speak. 7:06. large ships could soon face new restrictions when sailing under the bay bridge. this comes after an empty oil tanker hit a tower of bridge last week. officials say there was limited visibility due to fog when the tanker collided with the fender of the tower causing up to $4 million in damage. the harbor safety committee is now revisiting guide lines about sailing in fog which exempts the bay bridge and golden gate bridge, at least for now. preliminary recommendations could come in the next few weeks. time now 7:07. sal is back. the commute at the toll plaza,

reports also suggest brown's $28 billion solution will not significantly reduce the debt to wall street which some say is more peres dent -- per residence than any other state. it will cost more than $2500 per californian to pay it back. time 7:17. some fall lists -- 7:10. some analysts say california's budget deficit could possibly be solved by getting oil out of shale in monterey. the monterey shale runs from los angeles to san francisco and macon obtain more than 400 billion barrels of oil. but getting it out, that's tricky. because of the san andre causes fault, the shale rock is not flat so drilling for oil is difficult. however, the u.s. energy information estimates more than $15 -- more than 15 billion barrels of oil can be recovered using new technology. 7:11. how to move forward. the big debate taking place in newtown, connecticut, one month after the tragic school shooting.

it's sacred ground. >> knocking down the school would be knocking down the memories of all of the children that went there. >> this coming friday, another meeting is scheduled about the school's future. newtown city leaders hope to make a decision by the spring. time is 7:14. vice president joe bide southbound meeting with a group of -- biden is meeting with a group of congress men and women. jacqueline fell in our washington, d.c. newsroom on why this could be a big fight. >> reporter: the national rifle association is one of the most powerful gun lobby groups here in washington. they say the focus needs to be on how to keep guns away from people with mental illness. >> that has not been done. it should be done because most of the people who engage in these sort of things with are people who have had real trouble. some years ago the virginia tech shooter would not have been able to purchase a firearm

may begin this week. some senators said they're not comfortable with some of his comments about israel, iran, and gays in the military. former president george h. w. bush could get out of a houston hospital sometime this week. a family spokesman says they're hopeful and they're taking things one day at a time. the 88-year-old former president went into the hospital november 23 to be treated for bronchitis, but he remained there after battling a stubborn fever and a cough. 7:16. lance armstrong says he is ready to speak candidly in his big interview with oprah winfrey today. it's's billed as a no holds barred 90-minute constituentdown. armstrong -- sitdown. armstrong says he will answer the questions directly and honestly. it's widely believed he will confess to taking performance enhancing drugs. the interview is scheduled to be broft on thursday. -- broadcast on thursday. truckee is tracking down on careless handling of trash that attracts bears. new rules will impose fines on

violators. warnings will be sent out for the first offense but repeat offenders could be signed up to $1,000. many tahoe communities have some kind of trash rules but tahoe, incline village and now truckee also impose fines. time 7:17. tonight two companies will deliver conflicting appeals to the redwood city council about a permit for new costco gas pumps. the permit will allow for costco to increase their pumping stations from 12 to 16. the owner of nearby gas and shop doesn't like that saying it's not fair that costco sells cheaper gas and allows them to expand costco originally wanted 20 pumps stations. says they need more pumps to meet the demand. gasoline, the price of it, starting to go up again. the national average is up. 7 cents in the last three weeks. aaa reports local prices are up an average a nickel a gallon in

the past month with one exception. san francisco. the price of regular is up a penny. chemical engineers at u.c. burkery are making -- burkely are making big strides in creating an alternate fuel. a concoction once used to make explosives is being engineered to make a cleaner biofuel. berkley scientists say it could eventually replace gasoline. according to the chronicle, the biofuel used as -- uses fermented crop t. could take another five years for the fuel to be ready to be sold to the public. the first new version of the corvette was unveiled in nine years. the stingray name is brought back and the v8 engine but g.m. says all that power will be super efficient. the newcomer vet is expected to get between 26 and 30 miles per gallon, better than the 16mpg

is gets now. it will be in showrooms this fall but no sticker price has been revealed yet grz time 7:19. new this morning from somali, a somali militant group posted photos of what appears to be a dead french soldier. that's after a failed rescue attempt by french forces on friday. the french troops launched an attack on a compound in somali why a french intelligence agent was believed to be held hostage. a french soldier was killed in the attack. another soldier was reported missing. french officials say they think the hostage was killed by his captors. president obama did release a statement yesterday saying u.s. forces provided limited technical support for that rescue operation. the u.s. is also helping france with its military operation in maui. since friday french forces have been launching air strikes against al qaeda linked islamic

7:29. emergency rooms are seeing an increase as the flu outbreak starts to spread and it's only expected to get worse in california. we're live in santa clara with more on the challenges people are facing to try and avoid getting sick this year. good morning. >> reporter: good morning, tori. we're here in front of a rite aid pharmacy. they have a sign saying they have flu shots. we called the store which is not open yet. they said on the recording they do have some available but others as far as cvs and walgreen's i called in the area, they're completely out. it's best if you call around to find out if the pharmacy has some. the emergency room at kaiser

was busy with people being treated for the flu and respect story virus. people were given masks to prevent the illness from spreading. the peak is supposed to arrive in california in the coming weeks. most of the rest of the country has been hit hard. new york declared a public emergency which reported at least a dozen flu deaths. some people we've spoken to say they have taken steps to prevent themselves from catching it. >> i'm concerned it's coming our way. i think especially for the young and the elderly we need to be concerned. i'm not elderly yet but i'm getting there. i went ahead and took my doctor's advice and had the vaccine last week. >> reporter: valley medical center is not reporting an increase in cases yet. so far the santa clara county department of public health is reporting just one severe case of the flu requiring hospitalization. doctors are warning people not to get complacent about getting vaccinated because they expect more people to come down with fever, aches, cough and sore throat again in the coming

weeks. but again it's best if you call your doctor's office to make sure that they do have some flu vaccine available or call around to the different pharmacies because as i mentioned earlier, several of the pharmacies in the bay area are out of the vaccine. at least we're told by cvs and walgreen's that they should have a shipment coming in on wednesday. reporting live from santa clara, ktvu channel 2 news. 7:31. more than 700 patients had a veterans hospital in buffalo, new york, may have been exposed to h.i.v. , hepatitis b, or hepatitis c. a v.a. memo is warning there's a small risk for diabetic patients who may have been exposed to reused insulin needles between october 2010 and november of last year. the health scare has the attention of at least one lawmaker in new york new york state. >> they obviously changed the needles each time but they would put -- should have been

putting a patient's name on the cartridge so that it would never be used by someone else. >> the v.a.'s office in buffalo is offering free blood tests to anyone worried they may have been exposed. time 17:32. tomorrow -- time is 7:32. tomorrow in marin county you can trade in old guns in exchange for cash. the county is providing $40,000 for a four-county gun buy-back event. they'll pay $200 for semiautomatic weapons, $100 for other guns. those guns can be turned into police stations in know sad dough, san a -- in novato, san rafael, lashes spur, points reyes -- larkspur, point reyes. coming up at 7:50, why gun show officials expect attendance records to be broken and how they say president obama may have something to do with it. a fire in san jose has left

six people homeless. the fire was reported just before 3:30 yesterday afternoon at a two-story home. firefighters say the home was fully engulfed in flames when they arrived. no one was hurt. the people who live in the home say they had a fire in the fireplace and investigators believe the fire likely started on the roof. authorities have identified a teenager killed in a car crash in napa county early yesterday morning. the highway patrol says 18-year- old tucker welling was killed when the car he was driving rolled over on wild horse valley road just after 1:30 a.m. authorities say welling was driving up a hill and apparently lost control hitting a fence and a tree. a 17-year-old, 19-year-old, and 21-year-old in the car were also hurt. the highway patrol says speed is believed to be a factor in the crash. time 17:34. -- is 7:34. nurses at santa rosa memorial hospital are kicking off a two-

day strike. the hospital says it's the third time in four months the union has called a strike as contract talks continue. replacement nurses have been hired on a four-day contract so the striking nurses could be locked out till the 18th. the hospital says the urgent care center in windsor will be temporarily closed today and tomorrow. instead patients will be treated at santa rosa urgent care facilities. fewer children are born here in california. between 2000 and 2010, california had the third biggest decline in the number of children under the age of 10. that's according to a new report by the lucille packard foundation for children's health. researchers say california's birth rate has slipped just under the replacement level. and that's causing concern for california's economy because the retirement population grows and there are fewer workers to replace them. in the meantime birth rates have gone up in texas, georgia and florida. 7:35.

the trial and a massive corruption case involving an entire southern california city starts this week. the mayor, vice mayor and four former council members from the city of bell are charged with misappropriation of city money. prosecutors claim the city leaders looted the city's treasury to pay themselves huge salaries. the biggest compensation package was for the city's chief administrative officer of $1.5 million. jury selection begins tomorrow. some san francisco muni workers earned a lot of overtime in the last fiscal year. the "san francisco chronicle" reports one supervisor worked more than 2200 hours of overtime. that's the same as working a second full-time job. in 22 of the top 25 earners in the entire city worked for muni. muni's chief says most of the overtime is due to maintenance work being done when fewer vehicles are in service which is mostly nights and weekends. there's also a shortage of mechanics.

time is 7:36. bart is seeing a surge in riders in part because the economy is getting better. ktvu's brian flores is in san francisco now to talk about what bart is doing just to try and keep up with the growing number of people riding bart. >> reporter: good morning. an increase in ridership is definitely good news for bart officials but in places like here, it's had to handle the ridership because as you know it is getting very crowd some some of the bart stations. according to the chronicle, one of the things bart officials are looking at includes extending the platforms here at embake dare row station -- embarcadaro station. some riders say it's getting packed on the platforms, especially during rush hours. officials are also considering adding more train cars, building more saddle bag platforms. officials with bart have already ordered more rain cars

but it's not expected to start arriving till 2017. there's more cars being considered and if that happens those won't be available till 2023. bart's ridership is about 390,000 riders every day during the workweek which is 56% increase -- is a 6% increase since last year. some riders we talked to this morning say improvements need to happen sooner. >> the embarcadaro is terrible and it's a little scary because whether -- if a train gets taken out of service, the bart platform gets really crowded and it's a little nerve- wracking. i think it's also dangerous. >> reporter: but of course the big concern is cost and with all the improvements that bart officials are talking about, it's expected to cost hundreds of millions of dollars. the state is expected to pick up some of that tab but also being considered, as we take you back out here live, higher fares and even tax measures. but again a lot of people taking bart this morning. a lot of people heading for the

door. let's take a live look at our traffic this morning. sal, how is it looking? it's not too bad. people are taking bart. the bart system does look good right now. no major delays reported by them. let's take a look at some of the roads. highway 4, we had an earlier crash at the willow pass off ramp. it did not affect highway 4 too much. people couldn't really see it off the freeway. no major problems. there is slowing in antioch this morning. at the bay bridge toll plaza, it has been backed up for about a 20-minute late, maybe agent bit more than that now. eight kind of crowded. once on the bridge it does look good into the city. 85 and 280 or slow. the pa minutes remark traffic looks -- peninsula, traffic looks snake on 101 and 280 -- looks good on 101 and 280. san jose has had a little bit of a breeze this morning. looks like it's tailing off. that's allowing temperatures to drop. i tried to put together a whole bunch of temps here.

here. first coast and gay, mainly 30s -- and bay, mainly 30s. inland there's been plenty of 20s. more 30s because of the breeze. it's an off shore breeze. it's going to be sunny today and nice. you see some of the breeze travis. it's been up to 25 now. i know out in the valley, the windchill is 19 degrees. if the wind goes calm under 2 miles an hour, then the temperature drops as in santa rosa, napa. novato 26 and 29. 28 in lashspur. -- larkspur. near livermore anywhere from 27 to about 37. so just depends on the breeze. lake port is 26. monte rio 28. sebastopol28. wind out of the north at 60

there were some surprises at the golden globe awards. reporter j.d. cargo joining us live in los angeles with a wrapup of what happened last night. jd? >> reporter: good morning, dave. that is right. lots of surprises and some of the greatest things you would come to expect from the big red carpet award shows. we had blitz and glamour. they handed out the beautiful statues and even an american president in the mix. take a look at some highlights of the 75th annual golden globes. a night of stars and surprises. argo won the top award for and ben affleck scored best actor. >> when they put your name next to the names she just read off, it's an extraordinary thing in your life. >> reporter: "les miserables" is the best motion picture musical comedy with hugh jackman scooping up best actor.

>> thank you for this lovely blunt object that i will forever more use as a weapon against self-doubt. >> reporter: jessica won for best dramatic actress. it was a two-fold surprise for stephen spielberg's epic lincoln failing to win out of seven categories nominated except for daniel day-lewis. the second surprise? an appearance by president bill clinton. >> what an exciting special guest. that was hillary clinton's husband. >> reporter: amy poehler and tina fay hosted the globes. >> everybody is getting a little loose now that we're all losers. congratulations. >> reporter: girls also won best television comedy and for the second year in a row homeland prevailed in the drama

category scoring best drama as well as best actor and actress. jodi foster received an award honoring her 47 years in the film business. the golden globes are the first award show of the season. and of course the big granddaddy of them all, the oscars will be the final award show of the season. that will happen on february 24. i did want to add, dave, that backstage ben afleck set the record straight with the press. he said look, i know a lot is being said about my oscar snub not being nominated for best director but it was nominated for seven oscars and that's nothing to laugh at. he's happy for the film and last night he went home a winner as best director. good job for ben. >> very interesting. jd cargill, thank you for that update. check out our website ktvu.com for a complete list of the golden globe winners and also the pictures from the red carpet. click on the golden globes tab. 7:47.

stocks are opening. a little change ahead of a speech on monetary policy from federal reserve chairman ben bernanke. he's expected to speak at a question and answer session this afternoon as the stock market closes. u.s. stocks hit a five-year high last thursday. taking a live look at the big board, the dow down slightly, down 6. the nasdaq also down 14. s&p down 4. a leading term reserve official is forecasting two and a half percent economic growth in the u.s. this year. charles evans who is the chicago fed president says it will improve to 3.5% next year. he also expects unemployment to fall below 7.5% this year but he adds it won't be 6.5% until the middle of 2015. time 7:48. another fight looming in congress over the federal debt limit. technically the government hit the debt ceiling at the end of december, but treasury secretary tim geithner was able to extend government funding

through february 15. republicans want big spending cuts in exchange for raising the borrowing limit. president obama says he will not negotiate with congress paying its own bills. did you see a big difference? the first paycheck of the new year brought surprises and raised eyebrows for at love people all over the country. as pam cook reports in our newsroom, it's not a good surprise, pam. it's expected to have a big impact on the economy. >> reporter: yes, it is. the country did not fall off that fiscal cliff but as a result, some people say it feels like their personal budgets did. the federal compromise means tax breaks for social security and medicare expire. for singles earning $200,000 a year, couples earning $250,000 a year, that translates to about a 2% cut to their take- home pay. one man said he and his wife are losing nearly $300 a month. that's their car payment or groceries for the month. the nonpartisan tax policy center estimates that 77% of

households are affected by the higher payroll taxes. for people not earning that much, you may think well, who cares then. well, analysts say this is going to have a significant impact on the economy. families have less money to spend, especially in local stores, eating out or on vacation. that in turn could hurt our job market once again. coming up in our next hour of mornings on 2, the action some people say they're going to take that could really have a devastating effect on them later in life and on our economic future. tori, dave? >> pam, thank you. time 7:49. inauguration day for president obama is one week from today. organizers held a dress rehearsal getting ready for the big event. >> this was the scene on the streets of washington, d.c. just yesterday. there was this rehearsal parade along with a mock swearing in ceremony. president obama's second

inauguration will be smaller than his historic first swearing in. turnout is expected to be between 600,000 to 800,000. that compares to a record 1.8 million people four years ago. and two of the people who will be there are our very own ktvu's tori campbell and ken pritchett. they'll be reporting live from the presidential inauguration starting sunday morning and also continuing with live reports on all the festivities through the mornings on tuesday, the 22nd. 7:50. the fear of new gun control laws brought big crowds to the crossroads of the west gun show in daly city over the weekend. on both saturday and yesterday, lines wrapped around the palace. ammunition was the popular item at this year's event. it comes after state assembly members proposed a bullet control bill. tomorrow the president is scheduled to offer gun control recommendations following the deadly new town school shoot -- newtown school shooting. >> this is why the gun show is

acute morning sickness. and still no word on the gender of the baby, whether the baby will be england's future queen or king. john mcafee has a new home in portland, oregon. the software entrepreneur was the focus of a manhunt last year in belize after his neighbor was murdered. authorities in belize say mcafee was a person of interest in the case but never charged. he ended up fleeing belize for guatemala and came back to the u.s. he told portland's local newspaper he's now working on writing a graphic novel about his life. it is coming up on 7:55. want to check in with sal and what's happening on the roads starting in oakland. we're looking at 880 and 580 for you to make sure there are no major problems. we checked it out. 8830 looks good -- 880 looks good to downtown oakland which is unusual for this time of morning. westbound 580 a little slow as you drive toward lake shore but not all that bad. when you get to the toll plaza

of the bay bridge, there is a backup. it's getting a little bit better but it's still backed up for about 15 minutes before you make it on to the bridge. looks to be improving though. if you're driving on the peninsula, earlier we had some black ice. right now it doesn't seem to be a problem. traffic on highway 101 and 280 still looking good. 7:55. let's go to steve. thank you, sir. a cold morning. not as cold as sunday but still some 20s, 30s around. a little bit more of a breeze here for a while kind of held temps a slight bit. you can see the breeze a little bit there. temperatures, though, coast and bay should warm up a little bit with that off shore wind. still 20s santa rosa and napa, livermore. san rafael is not listed but 20s and 30s this morning. even made it to 37 in the city. off shore breeze means temperatures go from land to sea so that helps oakland. downtown oakland 55. temperatures inland upper 40s, low 50s. looks like a very quiet weather week. temps moderating a bit. i think after wednesday we'll goat low 60s on the high side and probably more 30s on the low side.

good morning. welcome back to "mornings on 2." i'm tori campbell. >> good morning. i'm dave clark. it's monday, it's january 14th. well, oakland police have scheduled a news conference for noon today. they are gonna talk about another violent weekend in the city of oakland. four people were killed. 11 others were wounded just since friday. ktvu's tara moriarty is in oakland now with more on that and also on a birthday party last night where several people were shot. tara? >> reporter: we've just learned that the police chief and other leaders will be meeting later this afternoon at the carlos nava mural. if you will remember, nava was the 3-year-old boy shot in the summer of 2011. just another example of the

gang violence that the chief of police have worked so hard to crack down on. we saw a shooting at a birthday off seminary and foothill boulevard. people scattered after someone entered the party and started shooting? from what we could see, they -- started shooting. >> from what we could see, they were celebrating a birthday party, somebody came in with a gun and people were shot. >> reporter: saturday and sunday, there were more shootings in which six people were shot were nonlife- threatening injuries. police are not saying whether this violence is linked to friday. friday left four people dead, including a 17-year-old boy. police say they are aggressively investigating those homicides which they believe are gang-related. now, just hours before the killing started. oakland police executed half a dozen high of-risk search warrants. this is designed to take guns

out of the hands of gang members. one city leader has called for a state of emergency. the vice mayor. we'll be getting reaction from the vice mayor on that. tara moriarty, ktvu channel 2 news. >> thank you. and overnight liar in -- an overnight fire in berkeley set a man to the hospital. it happened on ackton street and bancroft. alex savidge is there now with more. >> reporter: neighbors are telling us the man who was injured in this fire is the landlord of this five-unit apartment complex. this is the place that caught fire. the front unit here. we're told by a fire captain that most of the fire was burning actually up in the attic of the unit. there was quite a bit of dark to the -- quite a bit of damage

to the unit. this call came in just about midnight. that's when berkeley fire crews responded to this apartment on acton and bancroft way. this one inside the home, he was hurt and suffered minor injuries and some smoke inhalation as he was trying to put out the flames inside his apartment using a hose. according to the people in this area, he was transported to the hospital. a number of people nearby heard him screaming for help and called 911. a fire captain described for us what the first crews on scene were dealing with. >> there was smoke coming out of the attic. one person was transported to the hospital for minor burns and smoke inhalation. >> reporter: because of the heavy damage to the unit, the unit is unliveable. >> the fire did not spread to any of the other adjacent units

in the complex. fire crews did have to shut off the gas to the entire complex for a time. i have a call into pg&e trying to figure out if gas service has been restored in this complex. have not heard back from pg&e. the fire captain says the fire does not appear to be suspicious. but there will be a full investigation to figure out exactly what caughted this. we're live -- what caused it. we're live in berkeley, resident lads -- alex savidge, ktvu channel 2 news. the chronicle reports pg&e's lawyers claim that's part of pg&e's efforts to minis the expected huge fines for the san bruno disaster that killed eight people and destroyed 38 people. now, earlier executives there were problems before the san bruno disaster. a big increase in water

bills. cloverdale has enjoined the lowest water and sewer rates in the county. the city is recommending a 67% increase in water rates and a 25% increase for sewage. the increase could take effect as early as april. it would raise the average monthly bill from $59 to about $91. there will be public hearings held before anything becomes official. two men are scheduled to enter pleas for charges in connection with the deaths of two teenaged girls in oakland. 18-year-old powell is charged with two counts of murder and 20-year-old antonio edwards is charged with driving powell from the scene. investigators say powell shot and killed 15-year-old and 16- year-old teenagers in oakland in late november. tonight, the san mateo city council could decide to shut down a neighbor store that

draws crime and trouble to their community. the 7-11 opened less than a month ago. already there are haven't two neighborhood protest es. last month, the city's planning commission ruled the proper -- property is not joaned for the store -- zoned for the store. runway 2-a will reopen after being shut down for the weekend. federally mandated repairs include lighting and navigational aids. that closure caused brief flight delays. it's the first of three closures expected this month. 8:05. want to check in with sal who says there's some trouble going on in san francisco county. we have a couple of different crashes there. >> that's right. we have one 680 at stone valley road, there is a crash there blocking two lanes.

on sunday, 20. temperatures were up about 3, 5, 7 degrees for some. it will be clear. look at the temperatures in alaska. 28 fairbanks. juneau, 39. that's a sign of very warm air coming in. and eventually it will get here. lakeport, 26. chloe in clearlake, 27, if you have a breeze the temperatures held up. mt. diablo, 22. la fayette was 28. now 32. 32 pleasanton. but i think i saw a 29 there about an hour ago. there were some upper 20s near san jose. now 32. 31 foster city. closer to town, it's about 29 or 30. i did see a couple of 29s, menlo park, a palo alto, la -- palo alto.

gunmen held at least 14 people hostage at this nordstrom's rack store at los angeles international airport. reportedly one victim was sexually assaulted, another one was stabbed in the neck and the third employee was pistol- whipped. the suspects got away with an undisclosed amount of money. police in southern california are seeing a rise in plastic thefts. they say thieves are stealing crates and other pieces of plastic which they can ground down and sell. the items are worth between $3 and $75. but the orange county register reports so many are being stolen it's heading up to about $5 million a year. mendocino county authorities say they are preparing up for a court battle for records from the county's now defunct medical marijuana

programming. men doe see now -- men doe see county collected permit fees from as many -- mendocino county collected as much as 500,000 in permits fees. coming up at 8:15, the group that's meeting with the vice president this morning. and the expected focus for president obama's first news conference of the year scheduled to start in just a few minutes. we'll have live coverage.

measure to help pay flood insurance claims. members of congress are meeting right now with the vice president at the white house to talk about curbing gun violence. and the is also expected to speak in about 15 minutes. ktvu's jacqueline fell is in our washington, d.c. newsroom with what we're likely to hear from the president. >> reporter: well, tori, white house sources tell us the frommed is -- the president is going to talk about the nation's debt but also gun control. jackie speier and mime thompson of napa -- mike thompson of many are meeting with the have the. they are part of a new congressional gun control task force made up of democratic task members. speier who says the goal is to investigate new steps congress can take to reduce gun violence. now, biding could hand over his gun control proposal to the president as early as tomorrow.

he's hinted it will include a ban on high-assault weapons and high-capacity magazine clips. that's a move the nra has vowed to fight in congress. reporting live in washington, jacqueline fell, ktvu channel 2 news. 8:14. one month after the newtown, connecticut school shooting people are talking about what should be done at sandy hook elementary. there were differing opinions about whether the students and staff should ever go back to the building where a gunman killed 20 first-graders and six teachers. some say the school should be torn down and replaced with a memorial honoring the victims killed december 14th. meantime, the san francisco unified school district is planning campus trims to prepare for a possible -- drills to prepare for a possible school shooting. also, in a few months, digital floor plans of all city schools will be sent to the police department.

no date has been set for the campus drills. it sparked outrage after a rape case in independent na. and then it happened -- india. and then it happened again. bus say the bus driver refused to stop at her village and the men took turns raping her. a 7th suspect remains on the loose. more than 100 fires are reporting in new south wales. one of the largest fires have forced the evacuation of an observatory. so far, the fires have despited more than 100 homes. large ships sailing under the bay bridge could face new restrictions. this all come after an empty oil tanker hit the bridge one week ago. there was limited visibility

bay bridge. dna dna welcome back. welcome back. bay bridge hospitals were very busy over the weekend taking care of people who had the flu. >> reporter: we're here at this rite aid pharmacy. they do have flu shots available. but i've called her own pharmacies. several locations say they are completely out. this has caused a rush on the vaccine here. over the weekend, the emergency room at kaiser santa clara was busy for people treated for the flu and respiratory virus. the peak of the flu season is supposed to arrive in california in the coming weeks. the rest of the country has been hit hard. new york has reported at least a dozen flu deaths. some people we spoke to said all of this has caused them to

take action. >> am i worried about it coming to california? yes, it could come our way. >> reporter: have you told people in your family? >> yes. my folks are in their mid-80s and they have the shot every year just to protect them. >> reporter: valley medical center is not reporting an increase in cases yet. so far the santa clara county of public health is reporting one case of the flu requiring hospitalizations. doctors are warning people not to get compraisent -- complacent and to get vaccinated. they expect more people to come down with fever, aches, cough and sore throats. the best thing to do, call your doctor's office to see if the flu vaccine is available. of course, you could always come to a pharmacy but considering i've called numerous pharmacies throughout the morning to see if they have any available, they are

recommending call around. cvs and wall green's says that's are expecting -- walgreen's say they are expecting a shipment this week. police in santa cruz searching for a man who groped a 12-year-old girl. the girl reportedly was attacked on friday as she walked home from school on walnut avenue. the suspect is latino, in his 20s about 6 feet, weighing more than 250 pounds and had wire- rim glasses. a marin city council is in jail this morning facing more than a dozen felony charges in a weekend crime in san francisco. he's accused of sexually assaulting and robbing a woman as she walked into her home on telegraph hills on saturday night. jones was booked on charges of rape, burglary, aggravated assault and false imprisonment. while governor brown has saying california has enough

money to pay its bills, some state agencies say, no, not yet. that's because several reports show the debt is a lot higher than the governor says. reports suggest the governor's $28 billion solution will not significantly lower the debt to wall street which says is more per resident than any other state. the treasurer's office says it will cost more than $2500 per californian to pay it all back. some analysts say california's budget deficit could possibly be solved by getting oil out of monterey shale. the monterey shale runs from san francisco to los angeles. it may contain more than 4billion gallons of oil -- 400 billion gallons of oil. it's estimated that more than

15 billion of oil can be recovered by using newer technology. the b.a.r.t. trains, they are a lot more crowded. brian flores has more. >> reporter: hi, dave. good morning to you. well, b.a.r.t -- well, party is making more -- b.a.r.t. is making more room. they are trying to figure out the best way to expand ridership. one of the things they are looking at, include expanding the platforms at embarcadero and montgomery stations. officials are also considering adding more train cars, building more saddleback platforms that sit on the opposite end of the tracks. now, officials with about b.a.r.t. have already ordered more train cars, but it's not expecting to ride for a few more years.

b.a.r.t.'s ridership is about 397,000 riders which is a 6% increase in clear -- this year. riders are taking notice and want something done now. i would like to see a little more space between everyone, probably the layout make it a little bit easier for bike riders. in the morning, i noticed they kind of bull their bikes and i figure just make it accessible for everyone. >> reporter: and speaking of space, about b.a.r.t. officials say they have about four feet. the big concern is cost. expected to be hundreds of millions of dollars for all of the improvements. the state is expected to pick up some of the tab. higher fares and tax measures but as the people head out to work this morning, whether it's on b.a.r.t., the road or

sunday was the coldest around here. 1990, december. that was really cold. 30s, 20s around the coast and bay and then 20s. not as many but there was still plenty this morning. i think we'll see a repeat of that this morning. it could be sunny. very mild conditions up in alaska. 39 juneau, fairbanks, 20. that's pretty mild for them. that's a sign of high pressure building over us as well. david tweeted us and said it's kind of cool that you showed that and a i responded back and said, well, in ten days, i might be showing you more hawaii because there could be an undercountrying of a ridge that would definitely bringing -- undercutting of a ridge that would definitely be bringing more of this in. sewasty pole -- sebastopol, 23.

place. low 50s for most. sunshine, no doubt about it that. it does look warmer on the lows and the highs as we head to the end of the week and weekend. happening right now, president obama is holding a news conference or he is about to. this will be the last news conference of his first presidential term. you can see a live picture there of him in the white house and the network reporters. and the president is just walking in to give his last press conference. let's listen briefly. >> i thought it might make sense to take some questions this week as my first term comes to an end. it's been a busy and productive four years and i expect the same for the next four years. and i intend to carry out the agenda that i campaigned on and the agenda for new jobs, new opportunity and new security for the middle class.

now, right now, our economy is growing and our businesses are creating new jobs. so we are poised for a good year. if we make smart decisions and sound investments, and as long as washington politics don't get in the way of america's progress. as i said on the campaign, one component to growing our economy and broadening opportunity for the middle class is shrinking our deficits in a balance and responsible way. and for nearly two years now, i've been fighting for such a plan, one that would reduce our deficits by $4 trillion offer the next decks aid which would stabilize our debt and our deficit in a sustainable way for the next decade. that would be enough not only to stop the growth of our debt, relative to the sides of our economy but it would make it manageable. so it doesn't crowd out the investments we need to make for people and education and job

training and science. all of the things that help us grow. now, step by step, we've made progress toward that goal. over the past two years, i've signed in law about $1.4 trillion in spending cuts. two weeks ago, i signed in law more than $600 billion in new revenue by making sure the wealthiest americans begin to pain their share. when you add -- pay their pair. when you add it up, that adds up to a total of about $2.5 trillion in deficit reduction over the past two years. now counting the $400 billion our saved from winding down the wars in iraq and afghanistan. so we've made progress. we're moving towards our goal of getting to the $4 trillion reduction and there will be more of a reduction when congress decides to what to do

about the spending cuts that have been pushed off until next month. the fact is, though, we can't finish the job of deficit reduction through spending cuts alone. the cuts we've already made to priorities other than medicare, medicaid, social security, meaning that we spend on everything from education to public safety less as a share of our economy than it has been -- than has been true for a generation. that's not a recipe for growth. so we gotta do more to stabilize our finances over the medium and long-term but also spur more growth in the short term. i said i'm open to making modest adjustments. i've also said that we need more revenue through tax remember by closing loopholes. if we combine a battanced

package of savings from spending on healthcare and revenues from closing loopholes, can solve the -- balanced package of savings from spending on healthcare and revenues from closing hope high schools -- closing loopholes, the americans made a clear decision about the approach. they don't think it's fair to ask a senior to pay more for her his or her healthcare for a scientist to shut down life- saving research so a multi- million dollar investors can pay less than a secretary. they don't think it's smart to protect endless corporate loopholes rather than rebuild our roads and schools, help bring the jobs back to america. so they want us to get our books in order in a bal paned

way -- balanced way, where of pums their weight and does their the part. that's what i want as -- where everybody pulls their weight and does their part. that's what i want as well. that's what i've proposed. we want to make sure that people are looking through this in a positive way, rather than through the lens of politics. the other thing coming up is the debt ceiling. something most americans had not even heard of before two years ago. i want to be clear about this -- the debt ceiling is not a question of authorizing more spending. raising the debt ceiling does not authorize more spending. it aallows the -- it allows the country to pay for spending that congress has already attended to. these are bills that we need to pay. so while i'm willing to compromise and find common

ground over how to reduce our deficits, america cannot afford another debate with congress about whether or not they should pay the bills they've already racked up. if congress am republicans refuse to pay america's bills on time, social security and veterans benefits will be delayed. we might not be able to pay our troops, small business owners, food inspectors, air traffic controllers, specialists who track down loose nuclear materials wouldn't get their paychecks. investors around the world will ask if the united states of america is, in fact, a safe bet. markets could go haywire, interest rates would spike for everybody who borrows money, every homeowner, every student with a college loan. it would be a self-inflicted wound on the economy.

it would slow down our growth, might tip us into recession and ironically would probably increase our deficit. so the united states america of two years its pills, that's ago, it would be -- i'm quoting speaker bohn er, it would be a financial disaster not only for us but for the worldwide economy. so we gotta pay our bills and republicans and congress have two choices, they can act responsibly and pay mesh a -- america's bills or they can act irresponsibly and put america through another economic crisis but they will not collect a ransom in exchange for not crashing the american economy. the financial well being of the american people is not leverage

to be used. the full faith and credit of the united states of america is not a bargaining chip. and they better choose quickly. time is running short. the last time republicans in congress even flirted with this idea, our aaa credit rating was downgraded. ironically, the whole fiasco actually added to the deficit. so it shouldn't be surprising given all of this talk about the -- that the american people think washington is helping there -- rather than hurting. let's finish this debate. let's give our businesses and the world the certainty that our economy and reputation are still second to none. we pay our bills, we handle our

business. and then we can move on because america has a lot to do. we have to create more jobs. we have to boost wages and we have to reach for energy independence. we have to give our children the best education possible and we have to do everything we can to protect them from the horrors of gun violence. let me say i'm grateful to vice president biden for his work on the -- on this issue, gun control violence and for his proposals, that i will be reviewing today and intend to vigorously pursue. >> with that i'm gonna take some questions and i'm gonna start with julie of a.p. and i want to congratulate her for this new important job. >> thank you very much. >> i wanted to ask bun violence. today marks the one-month anniversary of the shooing in newton which teams to generate

momentum for the assault weapons ban. but there's been opposition from the nra and even harry reid talked about this. how hard will you push for the assault weapons ban and what other measures would have to be included in the package to curb gun violence? >> my vice president and members of the cabinet went through a vigorous process in the last month, meeting with the low of stakeholders and they've presented me now with a list of sensible common sense steps that can be taken to make sure that the kinds of violence we saw in newtown doesn't happen again. i'm gonna be meeting with the vice president today. i expect to have a fuller presentation later in the week

to give people some specifics about what i think we need to do. my starting point is not to worry about the politics. my starting point is to focus on what makes sense, what works. what should we be doing to make sure our children are safe. i think we can do that in a sensible way that comports with the second amendment. and then members of congress i think are gonna have to have a debate and examine their own conscience. because -- if everybody across party lines was as deeply moved and as saddened as i was by what happened in newtown, then, you know, we're gonna have to vote based on what we think is best. we're gonna have to come up with answers that set politics aside.

and that's what i expect congress to do. but i -- what you can count on is the things i've said in the past, the belief that we have to have stronger background checks, that we can do a much better job in terms of keeping these magazine clips with high capacity out of the hands of folks who shouldn't have them, an assault weapons ban is meaningful. those are things that i continue to believe make seng -- that i believe will continue -- will all of them get through? i don't know. but i'm honest with the american and people and with members of congress about what i think about work. what i think is something that will make a difference and to repeat what i've said earlier. if there is a step we can take that will save even one child from what happened in newtown, wean should take that step.

[the question is inaudible] >> i will present the details later in the week. >> chuck, nbc? ,. >> >> harry reid sent you a letter begging you essentially to take -- consider some sort of executive action on this debt ceiling. inknow you said you're not negotiating -- i know you said you're not negotiating. he brought up the emancipation proclamation and he compared the debt ceiling to that. are you considering a plan-b? and if not, why not? >> well, chuck, the issue here is whether or not america pays

its bills. we are not a deadbeat nation and -- there is a very simple solution to this. congress authorizes us to pay our bills. the house and the senate want to give mean the authority so they don't have to take these tough votes, if they want to put the responsibility on me to raise the debt ceil, i'm happy to take it. mitch mcconnell, the republican leader in the senate, had a proposal like that hast year, but in they want to keep -- keep this responsibility -- there are no magickic interests here. there are no loopholes. there are no, you know, easy outs. this is a matter of congress,

authorizes spending. they order me to spend -- you need to send out social security checks. you need to make sure that you are paying to care for our veterans. they lay all of this out for me. and because they have the spending power so i'm required to go ahead and pay these bills. >> separately, they also have to authorize a raising of the debt ceiling to make sure those bills are paid. what congress can't do is tell me to spend x and that but we're not gonna give you the authority to pay the bills. i just want to repeat because i think sometimes the american

people understandably aren't following all of the debates here in washington. raising the debt ceiling does not authorize us to spend more. all it does is say that america will pay its bills. we are not a deadbeat nation. the consequences of us not paying our bills, as i outlined, opening statement would be disastrous. so i understand the impulse to try to get around this in a simple way. but there's one way to get around this. there's one way to deal with it? that's for congress to authorize me to pay for those items of spending that they've already authorized and -- and -- the notion that republicans in the house or maybe some republicans in the senate would suggest that in order for us to

get tower way on our priorities -- to get our way on our spending priorities that we would risk the full faith and credit of the united states that i think is not what the founders intended. that's not how most americans think our democracy should work. they've got a point of view. democrats in congress have a point of view. they need to sit down and work out a compromise. >> you've been listening live to president obama giving a live press conference in the east room of the white house. this will be his last press conference of his first term. hitting on expected point, shrinking the deficit in a balanced way, says we need to stabilize spending and encourage growth. he says he's open to modest changes in medicare. he also touched on the debt
